This will likely require some or all of the following:

An implementation of the VM/emulator backend. This will need to have subtypes so we can choose whether it is appropriate to use QEMU (with or without KVM) or something retro-specific like DOSBox or PCem.
Scripts for creating disk images that boot directly to the application, bypassing the command prompt/Start screen. This may involve msbatch.inf, AUTORUN.bat, or even a Win9x shell replacement.
