This is going to need some more specification, but the idea is effectively an app store:

Via the admin interface, a recipe can be selected that will automatically download and install the content and its dependencies (or ask the admin to provide them along with license information if needed)
Recipes can be hosted here, on a third-party registry, or sideloaded
Will need to figure out a recipe specification that allows anything that can be run in shepherd/Linux while still being reasonably secure
